I would think that perl would be more appropriate since it is more widely
installed than PHP. However, I'm certainly willing to be convinced that
PHP is a better solution. If it makes the solution better/more powerful
in the end, then that's fine.

I already have a winmodem, and there is definitely a lot of interest (but
unfortunately not very much good code) to support them.
