Contexts allow extensions to mean one thing in one context and another
thing in another context. For example, imagine that I have local phones
which are allowed to make long distance phone calls, local calls, etc. If
you had a locally connected phone, you might want it to start in the
"local" context, where 9NXXXXXX means a local call, whereas someone who is
calling your office from elsewhere should not have access to that
extension.
Similarly, if you're on the outside world and dial 4200, it should say
"please hold while I try that extension", but if you're local, then it
should just try to ring you right away.

It can be (although not with pbx_config, it would need another module).
