Hi Valerio,
I had a similar problem trying to build 1.4.13 with the AMR patch on a Fedora 6 box.
It appeared the code in codecs/amr doesn't build in the process of building asterisk.
As I didn't know how to add this to the build process, I just built the amr code separately, which produced the libamr.a that you are missing.
Just try in you codecs/amr folder:
make clean
make all
It might produce some errors as it did on my box, but the libarm.a will be created.
And then you can try to build your asterisk again.

I've tried both the SVN and 1.4.13 versions; i've tried using Debian
4.0, too, and i got the same error.

Yes, i've tried your procedure and the compilation ends correctly (after
launghing make in the local directory). But i don't know if the
generated file is correct because its size is 227 KB
