To be more specific, the issue is that the Network replies it is
congested and I don't think it should be the case.
Your Debug-Output shows two layer 2 frames. The first one (lines 2140 to
2155) is an I-Frame. It holds a Q931 Paket with the message type
"RELEASE COMPLETE" and the cause info element "congestion".
The second frame (lines 2158 to 2163) is a RR-Frame as an
acknownledgment for the I-Frame.
Your debug output does not show the events before the "RELEASE
COMPLETE". IMHO with this little piece of debug it is impossible to
check why there is a congestion. Btw. there are more reasons for a
congestion than "all local B-Chans busy". The Release comes from the
ISDN cloud. Maybe Your provider can help You?
