Usually this could be a firewalling or routing issue.
It could be IP addresses mismatch
It could be wrong port forwarding to wrong IP address.
Also you have make sure that the peer name matches the peer IP
If the peer name, is OK, but the answering IP Address is not the peer's one, then you will get message for raw hangup
